Is there a way to tell who is using the mail space and how much they are using?

As an administrator of your hosting account, you can view the overall storage usage of your users' email accounts through your control panel (cPanel) at the left.

As an end-user, you can view the storage usage of your own email account through WebMail.

If you are using IMAP, you can also configure your email client (such as Outlook) to allow you to view your usage as well. You should view your mail client documention on how to get this setup.
